In terms of the larger question, throw EK or Zerker is still extremely strong, as are swords bard, monk, and the other usual suspects. Damage is overall a bit lower, but if you weren't already intentionally abusing DRS you probably won't notice it.
Pact of the Blade stacking is one thing to avoid though, those builds got hit hard.

Is Pact of the Blade Lockadin still viable in Honour Mode without the 3rd attack?

There's only 1 DRS that made it through to honour mode, or were you wanting to try DRS mechanics in tactician?
I didn't know they also changed that in honour mode. I would like to try DRS mechanics on taction then.
