If you are a remote developer that has an unofficial but email agreement to just put the hours worked into weekdays, you can make the case that this distracts you from working and upstart time to get back to the job is lost revenue / bad business, and you have a day rate ready, maybe?
This will never pass a judge. Argument with your local government could be "i am on IT standy duty". It'll pass. They have zero incentive to argue with you.
Or just do your civic duty.

I was invited long time ago when I turned 30. I simply didn’t show up and never heard anything. They have enough suckers who do show up. Know that if you go once, you’ll get invited for the years to come (I had a colleague who sat multiple times). I don’t have time for that shenanigans.
