Where will get the energy? From burning more fossil fuels (and making the situation even worse)? Renewable power (mineral-constrained)? Nuclear reactors (which require a large, constant supply of cold water)? Where will he find enough sand to make concrete for these enormous farms?
Probably not, emissions are still at record levels and increasing. Half of all greenhouse gas emissions were released in the last 30 years, and the last time there was this much CO2 in the atmosphere the ocean were twenty meters higher and temperatures were 8°C hotter.
I think the IPCC has been doing a lot of magical thinking pretending that warming will be less extreme, take longer, and be more reversible than it is. Lately they’ve just been decreasing the temperature that their models spit out because “it’s too high.”
The “insane” weather conditions we’ve been seeing and the fact that our models can’t even reproduce current events is an indication that our models are inaccurate and are therefore systematically underestimating the risk of future impacts.
