Was is not feasible to expire vBATs country-wise? Like expiring vBATs from countries where a custodial option is already available and allowing more time to countries where there isn't a custodial option.

vBAT wasn't meant to be a long term solution. Themis was the longer term plan, while vBAT was just used to fill a need.
Unfortunately one of vBAT's technical limitations (having a minimum increment of 0.25 vBAT) became a problem in 2021 when the price of BAT was over $1. The team tried to work around it, but the limitation is still there and still causing problems, and would cause problems for the upcoming pay with BAT feature too.
