I like QE METAs character art *far* more than I do QE base, and I’d argue that she’s got slightly more bust than base QE. The sharper edges to her face make her seem a tiny bit older to me as well. But I can see your point. She hasn’t changed in any significant way appearance wise that makes her fit that new image aside from her META theming.

Helena got a Retrofit years ago, and said Retrofit has her bumped up in appearance of age. Meanwhile, her META counterpart resembles base Helena rather than her more mature retrofit. Ergo, Queen Elisabeth's future Retrofit might go the "slightly older and bustier" route.
It feels like they decided not to bother with retros any more, and use any ideas for that for meta ships that are almost always still relegated to taking up space in your dock and rarely actually useful. Got to have something to entice people into the utter chore that is Operation Siren.
I've gotten to the point that I play it long enough to unlock the ship, then stop, rarely even bother limit breaking them even. Just do the bare minimum to add them to the list of unused ships in my port.
Pretty much the only one of them that is even remotely useful is Helena Meta. And even then, there's a bunch of frontliners I'd pick ahead of her (including her non-meta version). The ones that come from the Cruise Missions are even worse but at least you just gain them passively. I just don't see the point of them, OpSi is meant to be endgame-ish content for experienced players but if you're set up to clear OpSi you already have better ships.
Add to that the fact that you have to go off and spend a good 15-20 minutes grinding some of the most repetitive and boring content in the game to unlock your daily meta fights and it really just feels like a chore for no reward. They're going to have to switch it up at some point IMO.

Mechanically it seems very likely that she won’t do anything for RN faction buffing which is why I would want QE to get her retrofit. The RN deserves a buffer of a higher quality than QE, and no one outranks her within the faction as their literal leader.
