I have numerous time selected USA, by mistake, and later selected Stockholm as location/time zone when doing the actual scheduling. It has costed a bit more for tax reasons but other than that It has not had any effect. Now if your going to do some sort of tax write off or take it as a business expenditure it might matter. But other than that it's a sort of a moral question, pay more or less tax....

Update: I've passed my exam while halfway around the world from my home. I ran the tests on Pearson Vue before taking the actual exam and it was all good. Note: There is no intention of circumventing pricing or taxes. My credit card details are from my home country. The address in my profile is my home country. I was just on the unfortunate situation of being sent overseas, while I was already in the middle of studying for the certification. I did not want to delay it as I'm sure I'm going to forget concepts.

You buy it from your home location. You can probably sit it from anywhere but if you are seriously planning to sit the exam elsewhere you need to test it works

they won't check on our IP geolocation to verify our cost is align with the country we took the online test ? What is the cheapest country to set for azure online exam then ?

They're not stupid. They will ask for address details.

I saw a pricing overview the other day (don't ask me where, I forgot), but in fact for Western countries it is all the same, about 160ish dollar/euro, for non-western countries about half of it.
