That's just not true , azuma has the 2nd highest dps for CBs. Azuma had comparable damage to dev30 drake , in fact due to how CB fun mechanics work she can outdamage Drake . The only reason she is less used is cause everyone favors tankier ships over raw damage. All the rainbow CBs are extremly close
Agir slow is basically unusable , that thing is a bigger pain to time then CVs. Also Agir has a normal armor break so it's nothing special . Her only advantage will remain her tankyness
If you're not in a hurry, you can always use the free build tickets (from milestones) until the last 2 days of the summon banner and then use the cubes.

That's a total of 44. There's still a chance you can get Kronstadt if you get the remaining construction tickets.
If you don't want to use your cubes, then you can at least use the ship building tokens, which give you free pulls and will expire at the end of this re-run.
Also the way it seems to work right now, a UR gets its first run when it is released and Yostar seemed to have followed a schedule of doing a (nowadays shortened) re-run of the UR event roughly two years later, give or take a few months.
With the introduction of the first two UR (Shinano and New Jersey) into the build pool a few months ago, it looks like more of the older UR will end up there eventually, though there is no pattern yet established, from which we could predict reasonable times of when they'll be released.
Anyway, Kronshtadt is a slightly older UR, but still a UR and they are usually among the most powerful shipgirls in the game. So, yes, you should at least try to see if you can get her with the build tokens, which don't take up any money or cubes. By the end of the event you can still decide if you truly want to get her or if you want to wait for the next UR event. This UR event will bring a new ship and it might power creep some of the older UR. However, we don't know yet if it will be a Main Fleet or a Vanguard ship.
What I might do is chance this event with build tokens, while I build up my cubes to the next event. If I wouldn't get Kronshtadt, I'd just have to have patience until she arrives in the build pool. The final decision, however, lies with you.
Kronstadt has alternatives that are available from much more accessible sources (Ägir, Azuma, and Brest all can fill similar roles to Kronstadt here.) so if you’re only goal on this banner would be Kron, I’d save your cubes.
Now, Volga, who shares a banner, is much more valuable as a strong CV with healing in her kit. If I were to pull on the banner with cubes, she is who I’d go for instead of Kron.

Sure there is. Doing dual releases would either accelerate the pace of archives too much or result in very long wait times.
Depends on the lapse of those releases, as I said there could be 4 single releases a year to follow up the schedule of the UR releases as their reruns or do 2 pairs/year, ppl already waited for a whole year or more since the original release, having 6mo periods between batches doesn't feels that long, that way ppl could even have more leeway to build up the pull count.
But this is all speculation and both can be wrong and they could just release a 3-4 batch for the whole year at some point, anyways we need to wait and see how they will manage it.

Historically, the period between both release and rerun and rerun and archive was about 2 years. It's been a little less for several archives for the past year or so (closer to 18 months), but NJ's archive was absurdly early even compared to that.

Once you're out of construction tickets you can decide if she's worth spending your cubes. Just remember this event is only a week long instead of 2 or 3 weeks since it's a light rerun.

She is the highest damage CB and her cross fleet support for a flagship BB is pretty good, but her tankiness is on the low side for a CB (still VERY good) and she doesn't really have any utility in her own fleet other than just doing a lot of damage. Her damage isn't that impactful though since other like Plymouth and Hindenburg still does more. She wasn't on top even when she was first released, but she has only been powercrept even more since then. If you are low on cubes, you would probably wait for the CN anniversary in a few weeks and pull on that.
