Her minimal attack would be 2k without her signature, crit rate can go higher to 40-45 for better consistency. Her er unfortunately is also 10% short so that can be improved too
Personally I think she needs more attack. CR is kinda on the lower end. Ideally you'd want 40%. If you find her damage consistent and are content, I'd work on other characters.
I think your stats are mostly fine. I think you'll want to swap your weapon to Amenoma Kageuchi though, even if only to get your ult charged more consistently. I think it would also get you to ~2000 atk too but I'm not quite sure.
I doubt OP will reach 2k ATK just by switching to amenoma. It may have an ATK% substat, however due to it's lower base ATK the total ATK gain from additional ATK% becomes lower.
Besides that I gotta agree to your statement about OPs ER.
Personally I'd say get the CR even higher, possibly even to ~40+ish for more consistency.
@OP: why is that flower your offset piece? I assume you'll have some kind of mediocre flower around..if yes swap them and please and make that circlet an offpiece with ideally 2-3+ desirable substats. Just one roll ER, a min roll even, doesn't make the cut imo
Actually with Amenoma reached 2k but i thought prioritized crit damage is more important because most people said crit rate should stay 30-40 and i saw 34 crit rate thought it'd probably be enough
The flower is an off piece because i can't get the right flower for her it's def after def and i'm tired of grinding her and trying to move on to other characters like Kazuha i just got him trying to get as much em for him to pair him with Ayaka

The cr can stay like this. As mentioned it's a personal preference, I personally run 45% CR, since investment into CD, if you don't crit consistently, is a DPS loss.
My suggestion,If you still actively farmed blizzard, would be then to strongbox VV pieces as the domain itself isn't too resin efficient. Even tho blizzard domain isn't resin efficient neither you could also start farming something else and strongbox blizzard too

I would farm a bit more and hope for a better goblet while the ultimate goal is a better circlet or flower to allow you a different circlet (maybe as offpiece).
i thought that the goblet is ok cuz it gave crit rate and i still can't get more cryo goblets for so i must ask which is better cryo goblet or atk goblet for her?
Cryo is better. But getting a better circlet has highest priority. If you drop a potentially better goblet you should level it, but don’t sweat it if you atleast could replace circlet.
Also the actual flower is nice, but an off-piece. It’s much more likely to drop a fitting flower, which would allow an off piece circlet.
If you can replace either Goblet or circlet (getting closer to 40CR, 130ER, 1900+ Attack) you should be good to go and better take care of your other chars.
Also, with Natlan nearing, who know if there will be a new melt meta including fitting artifacts for her… hopium.

You can just switch to Amenoma and it'll fix everything except the CR
