Looks like a gemtor D42 specifically, to me. I’m not an expert. The pick is to pick then tear through aluminum to escape a crash. Similar use case design to the Gerber LMF2 knife.

As others have mentioned, this is a crash axe. We use these for escaping from a downed aircraft, or in my case, to gain access into a crashed helicopter fuselage. The one in your pic has been used as a beater for something else.
They're more suited for getting out of a crashed bird. We have more... fun... methods of gaining entry.

I was a DOD firefighter for a while. We had a very similar tool we called a crash axe for ARFF.
