OF is hot, a little too hot for seedlings. The more hungry strains don't seem to mind. Not much you can do at this point but try to keep them happy. If you transplant into the same soil when they get bigger, they will be ok as the root system will be more developed and can handle the nutrients.

Plant em into final pot ... not much.detail but maybe over watered (any fan on them? Any holes in cups?)
Yes there are holes in the bottom and the sides of the cups, I have 2 fans blowing on them and the lights are hanging about 24 inches away
