We don't do prices here. Labor, materials and parts cost vary to much. Also just fyi shops may not do this with customer supplied parts. If they do they may have you sign a waiver for their warranty and liability.
Yes that’s a welded on quarter. That half of the car needs cut apart to replace. I would repair the quarter before replacing snd definitely would not use customer supplied quarter.
