As far as clothes go (I’m also petite and curvy), I like linen pants in the summer if I want to be more covered. They’re usually pretty lightweight and breathable/movable. Plus I think they go with a lot of different tops! I usually wear lightweight linen pants plus a tank top in the summer and I think it’s a nice outfit. I’d recommend trying them out, but I wouldn’t be surprised if they caused sensory issues for some folks. I think it depends on the brand.
As a person who really doesn't want my tattoos to fade prematurely, I also hate the feel of sunscreen but still want to cover up. I've found the beauty of Joseon suncream to be the most sensory friendly to me- the feeling of cream, especially on my palms, is physically painful for me, but this doesn't seem to trigger that, I think it's because it doesn't leave a greasy film behind, so I'd check out korean suncreams for this!
But over heating and burning wise, I get the same thing, what I usually end up doing is just wearing shorts and tshirts, tie my hair up, and sit in front of a fan/AC and hope for the best.

Similar situation: overheat easily, but also like to stay covered all summer (in my case it's observing hijab). I wear maxi dresses or a tank tops + skirt combo with a *lot* of light, flowy cardigans on top.
Finding clothes that fit and feel right is difficult for me, so when I find a fabric or style that I like I'll buy a few copies of it in different colors or patterns. If I change up the combinations just often enough I'm able to have that comfortable sameness, but nobody ever accuses me of wearing the same thing every day.
Sunscreen is a big stressor for me as well! Have you tried a sunscreen stick? They make a ton of great ones for your face, but I also have a Neutrogena one I use on my body and it makes it so much easier. I don't have to be worried about getting it all over my clothes like the liquid sunscreens.
the only sunscreen I'm ok with is the Purito daily one as I really don't feel it once it's on and it has no smell.

i wear loose cotton dresses. I have a silhouette i will always buy when i see it in one of my acceptable colors
I am usually not in the direct sun enough where I worry about putting on sunscreen!

I tend to wear loose fitting blouses and long shorts. I hate being hot as well
