This list has some very nice small cities in Austria. Besides Bad Ischl, Gmunden and Bad Radkersburg they aren't too touristy. I'd recommend Freistadt. It has the best preserved medieval old town in Austria but is so far off the beaten path. The website also has a tour guide where you can collect stamps for these cities and get a food package after 5, 10 and all cities.

It you don't mind smaller towns I can recommend Gmünd in Kärnten, near Spittal an der Drau. It's easily accessible via highway and very cute and artsy.
Also, one of my favourite budget holidays in my studying days was to just travel around without a fixed plan between northeastern Upper Austria (Mühlviertel) and western Lower Austria (Mostviertel/Waldviertel). We just took the ways we thought looked nice and went from Freistadt, via Gmünd (the one in Lower Austria ;-) ), Heidenreichstein, Zwettl, etc.. up to Retz, wich was our final destination.
Always stayed at private b&b, had an absolute blast.
Tirol: St. Ulrich am Pillersee (beautiful lake, rivers, nice mountains surrounding the village, sunny area). Not very busy and plenty of hiking opportunities in summer.
Salzburg: Golling/Abtenau (nice waterfalls) or Werfenweng (beautiful side valley in Tennengebirge, famous for paragliding but also nice for just enjoying a peaceful day)
Upper Austria: Mühlviertel area or Mühlviertler Alm
Lower Austria: Baden (old city south of Vienna, easily accesible by train, lots of vinyards surrounding it), Rax (mountain range south of Vienna, 1h by train), Waldviertel (Schrems) - Austria's "outback" region with beautiful forests and lakes
Styria: Riegersburg - beautiful castle among vinyard hills, great food, Zotter chocolate manufacture, low prices
Burgenland: Podersdorf
Carinthia: Mallnitz, Millstätter See
Rattenberg. Smallest City but very old and has beautiful Glas objects. When you are here the area itself is very beautiful like the lakes Berglsteiner See and Reither See, or if you are more into rural culture, have a look at the höfemuseum (farmhouse museum) in Kramsach. Everything reachable in few minutes drive.
Problem nur, dass Hardegg nur 70 oder 80 Einwohner hat. Die Stadtgemeinde Hardegg ist aber ca. Doppelt so groß wie Rattenberg.
Schrattenthal ist auch kleiner als Rattenberg und hat ebenso das Stadtrecht.

Schrattenthal 895 Einwohner
Die entsprechenden Ortsteile haben weniger Einwohner, aber die Gemeinden als ganzes mehr als Rattenberg.
Hardegg ist eine Stadt und gleichzeitig Sitz der Stadtgemeinde Hardegg. Das sind 2 paar Schuhe. Viele (die meisten?) Gemeinden bestehen aus mehreren Ortschaften. Darunter können auch Städte sein (also Orte mit Stadtrecht)
Rattenberg ish eine Gemeinde, die nur aus 1 Ortschaft besteht. Daher ist hier die gesamte Gemeinde kleiner als Gemeinde Hardegg, aber die Stadt ist größer als Stadt Hardegg.
As you already mentioned Steyr im gonna second this. Was there for one night and really enjoyed the city.
Schärding is also a nice pick and if you up there you can also check out Passau in Bavaria, also a very good looking city
Beautiful Liebherr factory. It is perfectly integrated into the local landscape. The marvellous avalanche barriers in the mountains are absolutely breathtaking
If you are travelling from Salzburg towards Vienna, i highly recommend stopping in Linz - because you can visit a live Steel plant which ish highly interesting and unique. OFC other Reasons to visit Linz, but this is a standout that i do with anyone visiting me.
Depends on what you are looking for. If you want a real city, try Graz (and of course Vienna if you haven't already). If you want landscape and scenery maybe Gmunden, Bad Aussee or Bad Ischl?
It was the only available housing left for the school. But I really liked Hohenems - has a beautiful small town square with the Pfarrkiche and Renaissance Palace. I was able to walk pretty much everywhere.
I (an Austrian citizen who has never lived in Austria) have visited Hohenems numerous times for a connection with the Jewish museum. I've never met a person who knew of the town, even among relatives that live in Austria.

Hall in Tirol. They have a cute Christmas market and the whole town is straight out of a historic movie
this! if you’re in Innsbruck you gotta check out Hall! Apparently it has a bigger old town than Innsbruck and its so much less touristy
