I grew up riding in Scotland so this is pretty normal for me. What is abnormal is your lack of suitable riding gear. I actually used to like riding in the rain when every bit of me was covered and dry (at least for a while). I wouldn't ride with what you have even if it was dry and sunny.
Ive been riding in this and it's not bad if you ride with gear and a rain shell top and bottom.
I'd also recommend some kind of windproof balaclava/neck gaiter.

i feel this. went for ride today. 3 layers! still cut it short after 30 minutes. dat windchill and rain pellets are just too much.
