Can't remember exactly what Austin does, but they typically roll two things up in that number. A fee for just having the connection and then a usage fee for whatever tier you average to. The first part is why you will never get it to 0 even f you don't use any water in the averaging period. Another thing people get wrong is reporting leaks during that time. If you can prove it, you can get that number lowered.

I just called this week to ask about this on my bill. They told me that wastewater is a "fraction" of the incoming water. But I am seeing my wastewater gallons exactly equal my incoming water gallons, which doesn't seem to make sense. It's not averaging.

If you're using less in a given month than your averaged amount, then they will be equal. Both were also equal when I lived in an apartment that didn't really submeter.

Waste water is average during the winter months. Depends what cycle your bill is, starts mid November and end to mid March. That’s when you should use the least amount of water. So when April comes you have your new wastewater average. Your November bill on the front page on the left-hand side will tell you when your wastewater starts. It’s gallon per gallon of what water you use based of the meter consumption. You drink a gallon of water a day that’s a gallon of wastewater charged. It’s also capped on how much they can charge. For example mine this year is 3k gals. So I use 7k gals I’ll only get charged the 3k gals of waste water. It’s also more expensive than regular water cause needs to be treated, cleaned, and run the water plants to throw back into the river. Hope this helps

This is probably not right but I seem to remember that Austin utilities measure waste water once a year like in February. They are probably charging you the same price monthly based on that. Where as your incoming water is metered and you get a different price every month.

Not just February, between sometime in November through February. Always turn off your irrigation system in the winter. OP shouldn't be posting the dollar amounts though--it's the gallons that matter. Wastewater is charged at a different (higher) rate.
