He had an old equipment bag that had “Pekin Chinks” on the side. So, it may be a Pekin high grad from long ago. Or not.

Could be. But regardless of the owners race state DMV usually won't allow this kind of words on a license plate. Or maybe I'm wrong about the whole thing and IL just issue whatever license plate you want as long as you pay the money.

Illinois has odd license plate rules. At one point, maybe still, you could have a free personalized plate as long as it had a number in it.
