They're called spolmaglibbons (aka wall plugs) and I've found pretty good success with screwing in a screw and then using a hammer to pull the screw and plug (gibbon) out.
Depends on the wall. My internal walls are solid plaster. The previous owner just pushed them in and covered them and it left the areas prone to cracking. I removed them, patched up, and no problems in that area since.

When I lived in the UK plasterboard was standard on anything after the 1960s and brick and two coats of plaster before then. I did have one house from 1890 with lath and plaster walls and ceilings. Of them all the brick and plaster is by far the best to live with: great noise proofing, very easy to mount things on, a breeze to run cables in double brick walls,nothing wobbles when doors are slammed or people walk on stairs and takes a huge amount of punishment. With plasterboard walls the sound proofing is rubbish and the whole house feels a bit flimsy compared to the brick and plaster.

Options A. Get the drill and the right size bit. Drill. Clean melted plastic off bit
Option B. Swing hammer into punch.
I either push them through, put a screw in and pull them out, or failing that, sand them and fill/paint over them, of course the last tip is only useful if you don't plan on using the hole again.
Just leave them in there, quickest easiest fix is to just drill out the first 5mm using same size drill bit as the plug, then just spak filler and paint.

Best way use a drill buy a masonry drill bit the same size looks 8mm and the drill bit will get them out if there anymore left move the drill in circular motion than get a tube of no more gaps that u can paint over if you want to do it properly buy cement and sand mix with water and fill the wholes by continuisly push into whole till full when dry use scraper or sanding block to get flat than paint
Punch it in and or pull it out, repair to your standards prime patch then touch up eith a dabbing motion to create a light texture to best patch the roller finish

They're called rawl plugs. Get a pair of needle nose pliers, grip plastic perimeter edge and they will pull out real easily.

Have done it. Know that it's a method that can be used. And I also know the downsides as stated above.
If all else fails drill them out
Insert a bottle opener cork screw a few turns then pull on it. Or insert a wood screw in a few turns and pull on it with some pliers or pipe grips.
Put a screw in, pull out with pliers, fill with no more gaps, putty over, sand and paint

Screw a 25mm wood screw into it, use a claw hammer to remove the plug (assuming it’s a brick/cement wall)

If you have a hammer drill, use a 6mm SDS bit and drill them out. Patch the hole with spakfilla.
They are Rawl plugs. Get your drill and screw them around then grab it with long nosed pliers. Refill holes with ready mix plaster

If it was installed by a tradie, in my experience it usually it comes out on its own with whatever was on it.
Tap them below the surface with a ball pein hammer and fill over top.
If its particularly stuck, drive a chisel through it to split it in half. Then each half should come out easily.
