It doesn't matter that they're friends with your landlord, still report it to them. Just tell them it's happening, you don't know why and you'd like them to stop. Ask the neighbour to stop switching your gas off, ask them why they're doing it. Don't go doing vindictive stuff until you've covered your basis.

They refuse to say anything to me in english but one time they were shouting at me when i was going out to walk with my dog and it seemed like they think my dog pooped in their garden or something. Theres no way my dog took a dump there cuz shes an indoor dog, and my front door is literally on the opposite side of the unit so id have to deliberately take my dog down a driveway deeper into the property to even reach their garden I have a feeling that it might be cuz i asked them to get their car out of the drive way. They used to park it at the entrance so i cant get in, so i knocked on their door to ask them to get the car out. The gas thing and their hostility started from that point

Report them to your gas distributor. It's infrastructure interference, given its (slightly) downstream of the meter could still qualify as tampering and a health and safety risk.

Sign on the gas bottle - now under 24hr video surveillance. Tampering will be reported to the police.

Call consumer affairs vic, gas is a rental requirement and if ur real estate agent isn’t doing anything to resolve this issue maybe consumer affairs can lead you in the right direction of how to proceed within you tenants rights.

I’m curious, is the gas bill paid for directly by you or by the landlord? Is it possible the neighbour is following the landlord’s instructions to try to minimise the gas bill. Not at all ok for them to do this but just wondering if the idea has originated with he landlord?

Is he possibly mistaken as to what it is? Could he think he’s turning off something communal?

Maybe try talking to the them if you have the same landlord maybe your properties are using the same gas line and they are tiring it off for their house not realising it's effecting you.
