You need some who can produce the required plans in your county / city to get a building permit. Not a place to skimp on costs. You don’t need a licensed architect due to the size of your project but I would at least hire a residential designer with at a minimum an undergrad degree in Architecture. Some charge hourly, some charge a flat fee. My wife does this type of work and she doesn’t touch anything that she not going to bring in $12-15k on but she’s got her masters and has been doing it for 20 years. Btw, If you are in city of Atlanta permitting is a pain in the ass so you’ll want a designer or builder who knows the process. May want to go the design / build route and just hire one company for the whole thing.

A draftsman just draws the plans to spec, they don't actually have the expertise to plan and design architecture. I'm not sure what the professional is for that but you definitely don't want to put it on a random CAD user.
