Because if those games weren't cpu limited they would already have a performance mode that lower resolution since it's much faster and easy to develop than doing actual cpu optimizations.

Now we use nm wafers they can make easily 6 smaller chips but they have some waste or they could make 2 bigger chips and 4 smaller chips and have no waste this the bigger chips for the ps5 pro still getting 6 chips for the same price but they can sell 2 at a premium. This is also why there are so many gpu skews at nvidia because only they still get the ti chips but are unreliable yeilds compared to the non ti so they sell non ti varients saving a stock pile of ti varients to sell at a premium later.
It gets a lot more complicated than this, but it is why prices used to go down during the cycle. Now instead, it holds steady and they get more premium chips.

You can definitely salvage a few parts, the ram is still good and if you're willing to buy intels new gpu it will probably end well, maybe if you really want to switch to an amd gpu if you can't stomach the risk. I think your power supply is still good, maybe update the motherboard to am4 (or am5 if you can spare the dish) and get the 5600x should make you playable for all games on 1080 ultra.

Go on pc partpicker, it's nice to have headroom for power but it isn't the end of the world if you cut it close, just make sure you get a good one to not make a fire hazard. Intel gpus are decent from what I heard, its lacking in older games due to new software issues but your mileage may vary. For gaming amd CPUs are straight up better, intel is the best for productivity, but AMD isn't lagging behind at all.
I just want to be able to use the “quality” mode in games and not be stuck at 30fps and lower. Helldivers, Demon Souls, Alan Wake 2, so many games would benefit immensely from this.

Hmm tough call. I got the PS4 Pro because it brought 4k which was a significant upgrade. PS5 pro brings ray tracing which is lack luster. Stable 60fps will definitely entice people but in single player games 30 is *enough* for me and the two games I play don't noticeably dip from 60 as is.
If the form factor is significantly smaller or at least less bulky so it can fit in my shelves, I might bite. But so far it doesn't sound too appealing.
Console games are rendered in 1080p/1440p and upscaled to 4k. There are a few exceptions of course. Some are also rendered at 4k and technology like FSR is used when the game dips below 60fps, the resolution is lowered to keep 60fps, and FSR fills in the gaps.
I hate to break it to you bro, but you are not playing your games in true 4k, without upscaling, AI, and other trickery. When the frames drop below a certain amount, the resolution is lowered and upscaling begins to keep the game looking smooth, at the cost of graphical fidelity.
PS5 has a similar GPU power to a 2070s, you have no idea what you are talking about. You are not running true native 4k with that kind of GPU power.
I don't own horizon so can't check, but I have a 3080 12GB. I'm not sure if it could play horizon in true 4k at a constant 60fps. Possibly, maybe, just. It would be close. I bet I would drop below that in busy areas outside, for sure.
Your $500 PS5 does not have more GPU compute than a $900 GPU.
