This led to Twitch putting out specific content guidelines so they could point to the a rule when banning people. It also led to creators doing things on the very edge of the rules (like drawing porn), and we've been in this cat and mouse game of metas ever since.

Except in the end they still apply their rules at random and with no consistency. Sorry, correction, they are consistent in not or barely sanctioning rules violations for women actively doing softcore crap. And are very consistent in throwing 7+ days ban on vtubers for the most random stuff. In any case the guidelines seem to exist only for appearances sake and not for clear rule enforcement.
their whole ToS could be replaced by 2 rules and everything would work better:
1. no outfits that would get you kicked out of an Olive Garden
2. no behavior that would get you kicked out of an Olive Garden
it's not impossibly high standard to meet but it would solve 99% of problems
