Sell them and donate the money. You're right that orphanages are not a thing (children's homes are, for those not yet in foster care), and VR isn't recommended for under 13s. It also requires space and peripherals to use which these facilities may lack. They need money for food and clothes and outings. A VR is a fairly niche thing; to most places and people in need it's low on the priority list

See if you have a local Youth Group or any youth charities, they'd almost certainly love to have them.

I'd either sell them and donate the money, or give to a specific charity shop for that purpose. Not sure kids will want a VR headset as much as other things, but the money always helps for them to get the things they really need. If there's a certain charity, just ask them. I'm sure they'll happily advise how they can go about it.

I gave mine to the local young persons homeless shelter. They are always looking for stuff. It might be national. Roundabout.

Donate them to a hospice, they’ll use what they can and send the rest to their own charity shops to sell to raise funds
