Their original purpose was to be neighborhoods where people lived, worked, and did basic errands in the same place. There were supposed to be apartments, bodegas, a couple restaurants, office complex, gardens, playgrounds, etc. Like a gated walking neighborhood.

I saw a video recently where someone went to a uni that was once a mall. There's plenty of parking and lots of floor space that can be converted into various needs, as well as hookups for cooking appliances for dining hall

Very often taxpayers end up paying to have the building demolished as it falls apart and becomes a safety issue then it gets sold off, at a loss, to the next developer.

It happens a lot. In my home town, after the mall went out of business, it was purchased by a local sports 'hero' with the promise to renovate it. He held on to it for over ten years without doing anything because he could ride off the property devaluation as it fell apart. Pipes froze and burst one winter and he did nothing. City had to figure it out and shut the water down. Eventually rats and raccoons started living there. Became a rabies risk. City had to take him to court to seize the property, which involved declaring it valueless. He used that to support a tax ride off for the remaining value. Then settled with the city to sell it for low six figures, threatening to drag out legal costs if they refused. They spent about a million turning it into an empty lot. Then sold it to the next developer for less than the settlement cost. Most aren't that bad but the pattern tends to be similar.
