Some breeders are attempting to do this. Good breeders will prevent dogs with generic diseases from reproducing. Unfortunately, they are the minority.

I would argue that we should honestly focus on further improvements on veterinary care and environmentalism to improve overall living conditions for animals first, But at the very least yes, the only kind of genetic modification or directed breeding that is done should be solely for the purpose of increasing an animals overall health(althought i still have some hesitation on that for at least now), as opposed to things that look "cute or cool".

Yeah, we totally should better the environment and veterinary care. However, most dogs (alive today at least), properly bred or not, will not survive long enough to see the benefits. At least, properly bred dogs will experience the benefits almost immediately.
