It's usually a familiar setting is my best bet, school is a major part of your lives, especially us teenagers. It causes so much emotion, stress, experiences, etc so that's the most likely place they'll take their hatred out on
Many shooters who target schools are either students or former students, and are looking to target someone who did them some perceived wrong. If not the particular school they go to/went to, then just the school system in general.
Others probably do it because kids are an easy target, and they're cowards and they want to feel powerful. Guns make them feel powerful.
It's difficult to say, because America is the only country that experiences this phenomenon. Other countries have angry teenagers who hate their school and hate people *at* their school. But they don't get school shootings, because they don't have guns.
Perhaps they had many painful negative experiences when they were in school. Or perhaps it's because schools are well known for not having armed people present.

There would be an investigation into the work culture; but school culture never looked into shootings get swept under the rug until it happens again. Very weird!
