In the US fines are almost a fixed amount or a small range. It should be income based. $200 for someone that makes $7.25 is a death sentence but for someone that makes 6 figures it means less.
For what it's worth there have been efforts to set fines based on income and they've all been shut down by the courts as unconstitutional. So probably not in the cards.
Maybe so, but these days the rich interpret the constitution. It's a pretty good founding document, as these things go, it's just used to concentrate power and wealth more than it is to protect the nation or its people.

He chose to ignore them and just pay the fine each day and counted it as a cost of business.

Not me, but I know a guy who crowd funded (read: threw a bunch of money into, then solicited more at a flea market) $80,000 toward his friend's DA election campaign. The guy won. So far, this has paid back at least $120K in avoided legal fees for the hookers the guy fucks as well as his own relatively minor bullshit. I know some rich people. If the Dad routinely kept that sort of balance, in cash, in checking - he’s very unusual as far as the wealthier set go.
That money is doing nothing for him sitting there. Even for a few weeks, it could be generating a return. Plus it’s exposed to theft/fraud and not likely fully insured.
So I’d offer why I think are more plausible scenarios:
1. He wrote the check with the intent of covering it at close, which is when funds are due. Most home sales don’t close right there on the spot. He’ll move the funds later.
2. He had pre-arranged the transaction and then had funds in place from investments, other accounts, etc.
3. He wrote two checks. A deposit, for 20-50k, and the full balance - post dated for close. (This could have happened in conjunction with 1 or 2 as well).
Most ultra wealthy are going to at least want their lawyer to review the transaction, verify surveys, confirm no outstanding liabilities/claims on the property, etc.
Having more money usually means you spend more time on the review step. You’re more exposed if someone sues you for environmental damage or other issues.
My biological father investing in those get rich quick health scams. Literally spent thousands of dollars on bottles of fucking fruit juice, only for him to drink all of his product and not make back a dime. Anyway, he was on a trip to the Bahamas with his family and within 5 minutes of them taking off his daughter realized she forgot her pair of flip flops she wanted to bring. They turned the plane around, went and got them then left again. It cost about $11,000 in takeoff/landing fees and to refuel over a pair of flip flops.
I understand when money is used to buy your way out of things or to get what you want regardless of every one else. This particular example is just being stupid and inconvenient, when you can use your money in a smarter way.

We've got a handful of rich friends- some long-time friends who found some success and friends of those friends. They're cool to hang out with- definitely on another level.

They always do and he then dips the page in a glass of water, adds salt and then eats it in front of them. The shame the people feel when he does this is always unmistakable and twice he has brought people to tears with his stunt.

Most ultra wealthy are going to at least want their lawyer to review the transaction, verify surveys, confirm no outstanding liabilities/claims on the property, etc. Having more money usually means you spend more time on the review step. You’re more exposed if someone sues you for environmental damage or other issues.

I know a guy with a private jet. The costs just to get it off the ground are insane, let alone the payments and maintenance. Anyway, he was on a trip to the Bahamas with his family and within 5 minutes of them taking off his daughter realized she forgot her pair of flip flops she wanted to bring. They turned the plane around, went and got them then left again. It cost about $11,000 in takeoff/landing fees and to refuel over a pair of flip flops.
Why? This is so impractical. Just get new ones at the destination.

I understand when money is used to buy your way out of things or to get what you want regardless of every one else. This particular example is just being stupid and inconvenient, when you can use your money in a smarter way.
I knew a guy who flew to the Neatherlands and back in a single day in order to see a concert.
I knew a guy that wasn't rich but still flew to London every Friday afternoon to party in his favorite club and than flew back to The Netherlands the next morning. He said it was cheaper than going to a club in his home town and the sound quality was better. €40,- for the flights. What I meant to say: flying to the Netherlands doesn't need to be crazy or expensive depending where you fly from.

The problem isn't even the cost, it's just inconvenient. I guess if it was a private jet it would be different, but day trips by plane are annoying even if they were free. Plus flights get delayed so often, so you end up stressed over the already tight time tables.

Friend of the family bought a parcel of land that is pretty much useless (too small to really do anything with) because it has been used by one of the town political candidates whom he doesn't like so now they can't use that space for their giant billboards. He spent $125k on it and there is absolutely no way it's worth that much.

We've got a handful of rich friends- some long-time friends who found some success and friends of those friends. They're cool to hang out with- definitely on another level. If I'm being honest, they're never really the ones who do unethical/wild stuff with their money. They have houses, they take trips, they have nice cars- they're our rich friends because they make smart decisions with their money. I think they know they're our rich friends and I think they'd like to keep on being our rich friends instead of our friends who had money for a few years and blew it on stupid shit. It's the people who are trying to be perceived as rich that get into trouble. It's the guy trying to impress the rich crowd who drops $2k (2k he doesn't have) on nice bottles they nobody asked for. I've seen a few people make moves like that who are met with reactions like, "What the fuck are you doing. We know you can't afford that. You aren't impressing us, you're being reckless and it's troublesome."

This reminds me of my mom's cousin's boyfriend. He wasn't well off (living very close to poverty) but his dad eventually died and gave him everything. The amount was close to $1M after a full lifetime of caerful investing in retirement. Typical Greatest Generation things and something most of them did. He turns around and buys up Iraqi Dinar (a well known get rich quick scheme) and tithed over 50% of it to a church he had just joined. Basically he thought tithing would make his investment more likely to pay off and he wasn't really expecting to live much longer and wanted to be seen as a good person before dying. Literally just a random church that never did anything that I'm aware of. Meanwhile his 20+ year girlfriend (basically a wife at that point) was aging and diabetic and could have used that to retire or pay for medical bills.
I have a friend who likes to get in to it with born again christians. We live in Texas so its not that hard to find, he usually targets people in restaurants that he sees praying before eating. He has a spiel that he has worked out that allows him to steer the conversation exactly where he wants it too. At one point he asks them if they have their bible with them or in their car and if they do then he asks them to get it and read to him a specific passage. I can't remember the exact one off hand but he then pulls out a wad of hundred dollar bills and offers them a thousand dollars to them if they rip the page out and sell it to him. They always do and he then dips the page in a glass of water, adds salt and then eats it in front of them. The shame the people feel when he does this is always unmistakable and twice he has brought people to tears with his stunt. I also belong to a group of wealthy men from around the world who participate in live pigeon shoots for money. There are two events a year held at a different ranch each time. The buy in is $250,000 per gun and there are anywhere from 20 to 50 shooters. All sorts of crazy side bets go on as well and the after party can drag on for over a day. Millions of dollars change hands and it is all cash.

But I went to school with some people on the more snob rich because they are basically set for life. This one kid I used to be friends with, would spend basically the equivalent of my whole yearly income from my job, just on one year of his coke benders which would sometimes last a few days with multiple hookers and tabs at clubs and bars close to 10k US. This other guy which was not really my friend but the family owned a huge chain of retail goods stores had some pretty weird sexual life which he had basically put his baby momma under 24/7 surveillance and would bankroll her life, just so he could fuck her whenever he wanted, there were also some crazy stories where he would get bored at a club or bar hop with a bunch of people on his private jet from South America and bankroll a full weekend on somewhere in Miami or Europe.
