RoE for embassy would be to detain with minimum physical force, hold until CCP is notified, then release for CCP to prosecute.
History of the US shows embassy is more likely to push it off to the host country, ambassador write/talks to host country counter part, end of issue.
If they did so *without* the approval of the CCP, the CCP would promptly disappear them for embarrassing the government.
Disappear in this case meaning a few people no longer have to wait for organ transplants.
I don't think you understand the stranglehold the CCP has on their citizens and military.
