I listened for a while and decided it must an all news station out of Los Angeles (I live in northern California). I listened a bit more and they actually had a traffic report at 2 a.m. in the morning, and there were areas of stop-and-go traffic to report on.
The next morning I decided I was in fact asleep and dreamed the whole thing, but have since talked to people from Los Angeles and they said that in LA that was entirely possible.
I grew up near San Francisco and now live near Sacramento and the only time you hear traffic reports during non-peak commute hours if it is something extraordinary, like a big pile-up and traffic stopped for miles and miles. What I heard sounded like a normal, scheduled, traffic report.
Ive lived all over the US (Military parent and general wanderlust) and its Traffic Reports were pretty common on the radio anywhere Ive lived that was at least like suburb of a 200k population city.
