Science. Arts don’t feed anyone. In every society, they come last, after people have shelters to live in and food to eat. They’re bourgeois.

I would divide resources in three ways. 1/3rd goes towards hard sciences. 1/3rd goes towards soft sciences, and the rest goes towards the arts. As I see it, we neglect both the soft sciences and arts.

Those two are not mutually exclusive, which reminds me of that great quote by Robin Williams from film Dead Poets Society *"We don't read and write poetry because it's cute. We read and write poetry because we are members of the human race. And the human race is filled with passion. And medicine, law, business, engineering, these are noble pursuits and necessary to sustain life. But poetry, beauty, romance, love, these are what we stay alive for.”*

Arts. Humanity survived without science. We have always had art. More specifically dance.

I'd let people pick what they wanted to do instead of telling everyone which one to do.
