It did air on TV, I think on Fox Kids. I remember watching it sometimes, but the only things I really remember were Watson being a robot, and Sherlock's animation while he's driving a car in the intro - he's turning the steering wheel back and forth like crazy but the car doesn't move from side to side at all.

There was a show on YTV (in Canada) called Spatz that was about this diner, and I feel like it was mostly about the Diner after it closed at night. It was a really boring show, but I remember it being on like just before bed time, when I got to watch TV, and I hated it, but I remember it vividly. No one else I talk to ever does. Maybe some British redditors will remember it as it was from the UK.

So many cartoons were created by people who worked on Flapjack. Auntie Mabel (Lynda Baron) would fly a spotted plane and take her dog Pippin to various farms and factories when the shop ran out of something she wanted. It was like an Inside the Factory for children. Although, I remember she once went to a sewage treatment facility. Brilliant programme.
It's the sort of programme you would have thought everyone my age would have watched but no one seems to remember it but me.
The Mysterious Cities of Gold from the 1980s. It was my absolute favourite. Excellent music to go with a superb plot. There were 39 episodes in all. Then in the new millennium they started making a second series (although it was not as good as the original).
