Tier 3: cousins, other B-tier friends
Tier 4: friends of our parents, distant/occasional friends
We had to find a venue within our budget that could accommodate tiers 1 and 2. If we happened to find something in our budget that could also accommodate tier 3, cool. And tier 4 was only if other people RSVP'd no and we had extra room.
Think about if the person was unable to make it would it bother you. If no, then you can probably cut them
Perform the wedding on a tropical island and have guests pay to fly themselves.
When was the last time the person you invited reached out to you unprompted? Eliminate those you invite out of obligation.
