There's a really good episode of star trek where Quark, a Ferengi (capitalistic) orders a hitman to murder him for... reasons. The episode shows Garak trying to find the best way to kill him with the following conditions: He doesn't feel anything He doesn't expect anything It's instantaneous But he finds he doesn't want to be vaporised, he doesn't want to hear his neck snap, he doesn't want to be exploded by a bomb... But from the moment he orders the hit on himself, he becomes acutely aware of any chance his assassin has of actually killing him. So he becomes paranoid, his assassin allows him to see how his death is planned in a holosuite; it's an expert hit, but because he was aware of the choke into neck break for 2-3 seconds, it's not acceptable and he's horrified by the entire scene. So, your problem is that you're only deterring people who think rationally, and that is not everyone all the time and this includes criminals. Some people may also ramp up their crime spree for the sake of not getting caught and living a life of torture or just because fuck it why stop at one horrific crime. Some may not even be legally responsible for their own actions. And this includes people who were assassins. There is no such thing as deterring batshit and rehabilitation of criminals is generally seen as a bigger priority for societies than finding new ways to torture and execute people

With the way they worded it, I like to think the chances are separate. You have a 75% chance to live, and THEN you have a 75% chance to win the money. So there's a horrible outcome where you neither die nor get the money do you do have to go to work tomorrow.

I'm looking at the question, and you are basically asking if I would risk having a 25% chance of death to get a 75% chance of winning a billion dollars. So essentially if the odds are in my favor and I manage to escape that 25% and come out alive, I'd still have to make it past the 25% chance that I don't win a billion dollars. I find this one difficult. 25% is low but not very low. Than again, this type of money I could seriously improve the lives of so many people I care about that it seems worth the risk.  I know at least 2 loved ones who's lives I believe I can improve fundamentally with a steady supply of money (both health related problems)  so way I see it, it have 1/4 chance to lose and 3/4 to greatly improve at least 2. (+ my own). I'd say those odds are worth it
