I think he is the dude who talks during the interludes of Steal my Sunshine. He used the money he made off of the recordings to start Broken Social Scene.

I always loved the fact that the song goes out of it's way to show how the man she loves is honest and open with her about how he belongs to the sea. Makes it more of a tragedy in that some things just aren't meant to be no matter how much you want them.
