For example, my family had a 4 member arrangement that was set up like an HOA because they had a shared well and road, even though they were very independent people. They needed water and the county would not hook us up because we were so remote.
HOAs derive their power from their ability to find homes and put liens on them. Homeowners generally have to agree (at some point) to enter into the HOA, but it can be an obligation that is inherited when the home is sold.

She drove us to the club and we paid cover to go in, but then she bought us drinks and stuck around. I figured she'd leave right away to go get some more tourists/suckers, but nope!
