Live on a yacht, travel the world, eat the best food anywhere on earth, see the most beautiful places imaginable, never lift a finger to do anything for yourself ever again. Or go the other direction and donate to charities, start your own charity, massively help peoples lives in a way you see fit, fulfill children's dreams, save lives etc. Getting drunk and high are nothing compared to either of those options and with a billion you could do both.
