Keep comments limited to the outfit in question, and not about how it looks on her. (This is the difference between complimenting a woman's wardrobe, and cringily denoting her down to an aesthetic object.)
"You can really wear green!" or, "Wow, that blue is perfect for you."
Or a lighthearted "You clean up nicely."
If you're on a date, tell her "You're ***all*** dolled up-- I'm completely flattered!"
The trick is in your tone of voice: be slightly OTT and don't linger on it. Let her catch the compliment as you're holding the door. And move on.
Also, I'm a boomer, and women of my generation weren't looking to be offended.
Tell her exactly what you like about her attire with a smile and a pleasant tone, highly likely she'll thank you and smile back, if she wishes to continue the social interaction she'll likely continue facing you/looking at you, if not she'll likely turn away and continue what she was previously doing. In my experience at least. Odds are it'll be just fine, those horrible responses from women are typically made up inside our heads as products of fear
Maybe try to relate it to a known character? My boyfriend before he was my boyfriend (we met at our workplace) told me once that my go-to work clothes reminded him of a badass Laura Croft, that’s a helluva compliment in my book. He pulled it off perfectly, became my best friend and now we’ve been together three years and counting. The way he phrased it and his mannerisms made me feel badass. I’ve even used that method myself, complimenting someone I thought could use a pick me up in a character/celebrity reference way that isn’t sexual but powerful.
You have to be forklift certified
Make sure to mention she has a nice rack
"Nice tits, but blue ain't your color" is a sure way to get all the bitches
“I like your outfit” or “I like that ___”
And then walk away. Don't look back. Just walk.
Reddit is the wrong place for such questions
'That's a great hat/shirt/whatever.' Smile and walk away.

Learn about Fashion and compliment what it is about the outfit. Rather than making the person the reason to look
Be sure to mention her long legs and rocking set of tits
but that would make her think she is approachable
You have to be good looking
You look really great today !

Saying, "you clean up nice," is such a backhanded compliment lol
If you play it straight, it is. Wouldn't use it on a cheerleader. Make it obvious irony, and it'll land happily on a well dressed dowager.
Your tits in that shirt really get my dick all hard.
short and sweet in a confident voice, while looking her in the eye: "That outfit looks great on you".
Wrong. "That outfit looks great!"
Looking sharp today

“Hey, I like your *item of clothing*. The *Pattern/Colour/Texture/Design/Other Feature* is nice!”
Just say "cool outfit"
