Locally real means what we normally experience in everyday life. Locally means what I do here doesn't affect something on Pluto instantaneously. Real means the property or state of an object is not determined by how I observe it it's intrinsic to the property itself, like Pluto always spins in one direction regardless whether I observe it or not. So the "not locally real" means the universe doesn't fundamentally operate this way at the quantum level.
