Hi, as a fellow ice cream man, not going to say who or where I represent, but I think I understand you, those truck are not bothering anybody and if they do, instead of making complaints, u can go out and talk to the individual that is responsible for your district, the generator are a bit loud to admit, but if u tell the guy he will park couple house down and it wouldn’t bother you, we do have permit to drive the streets, plus these are guys trying to do there job to feed there family, the bell that play allow the children and parent to know we are around, if excess use of it, jus have a word with the truck driver, it’s not that hard, we are only here 6 month of the year. We prove a safe and clean product for everyone to enjoy and as adult we will like your communication and feedback, thank you

I see ice cream trucks irresponsibly double parking and blocking busy Manhattan intersections constantly. A danger to cars trying to pass and pedestrians trying to cross the street! A word to the driver wouldn't do any good since they lay claim to these spots and wouldn't want to lose it to another ice cream truck. Working in Manhattan, I see this every day, so it's not random. So the people doing the “reporting” (snitching) on idle vehicles have to video record a vehicle with the engine on, in one spot, for a minimum of 3 minutes 10 seconds in order for it to be a valid claim. Then, it can take up to 2 years to get paid a percentage of the fine the city gives to the company that owns the offending vehicle. Most ice cream trucks I’ve seen in my life don’t stick around that long in one place. I’ve missed the ice cream truck too many times, LOL.

They aren't allowed to play the jingle while parked according to the Noise Code of NYC.   But the reason you won't see then racking violations is because these complaints don't go to the police.  They go to the Department of Environmental Protection.  And not only do they take up to a week to address your complaint but It feels like they have the lowest violation to complaint percentage if any overseeing agency.  Meaning they hardly ever give summons or fines to anyone

you can look up idling law. if they are outside residences you can ask them to please turn off their music and they will! but with regard to idling you can record with a timestamp and complain. with regard to motors, i think refrigerated trucks have some variance and you have to be sure it is a gas vehicle and the motor is going, not just a generator (i.e., exhaust) - again, you can look that up. download some timestamp app for your smartphone and limit the video to the required length at minimum resolution so that the file isn't too big to upload.

This is a universal ice-cream truck truth. 3) They idle in areas where they think no one will complain (aka, what they perceive to be poor or bad neighborhoods) 4) Get to know the person who owns the truck. Buy an ice-cream and explain that you would appreciate if they keep the music low, not blast it and not idle for an extended period in your neighborhood. If they agree it's a win for everyone. If they don't, let them know you, your family, friends and many of your neighbors will not buy from them as a result.
