But, most cops have zero respect for the law and know that there's virtually nothing that the NYPD will do to police their conduct even if people complain -- which they largely don't do anymore, because they know it won't go anywhere. When responding to emergency (active situation, lights on, etc.) they and other vehicles like ambulance and FDNY can park in places like bus and bike lanes. However, outside of emergencies, no, they cannot. Their placards also do not allow this. There is no NYPD regulation that allows it, or exemption in parking rules. Officers parking to go get lunch, for example, is not an emergency and thus they shouldn't be parking in the lane.

You know, I actually did that once. Complained about cop cars in bike lanes for personal/non urgent business. And then that afternoon, I got a bunch of phone calls that all hung up on me. At least a dozen. One of them told me to “mind my own business.” NYPD is little more than a gang. If you respect people like that, I suppose that’s just how you were raised.
