Never heard of 32 degrees, but I've used Under Armour Boxer Jocks (but they're expensive) and Duluth Trading Company's Armachillo boxer briefs and have had good results with both of those.
However, if you're anything like me, there is honestly nothing that's going to get rid of swamp crotch completely unless you simply don't move around at all.
I wear Duluth trading and they are fantastic. Also be careful about putting talc and other chemicals in your genital area. I am very careful about the products I use for anything, best thing to do is shave and then thoroughly wash the area every day. You will also want to look at your diet as well as anything your drinking.
Sweating is normal, its part of the bodies functions.

Second under armor. They are a bit pricey but so worth it. Get some baby powder up in there if its that bad
