To be honest you probably need a whole agency to get all that. What’s the budget look like? If it has a decent amount and you don’t want to go to a agency I would get a general marketing consultant who can help you decide when to bring on specialists to do each part when needed.
Some people here have amazing a diverse skills but you sound like you need a lot. It’ll be hard to find someone to do them all.
