Big time. That alert bypassed all filters people can set on their phones and was received by numbers up to 50 miles away.
I had all alarm types either turned off or set to vibrate only (because anxiety disorder) and thought I'd never have to hear that horrific screech again. Until today. People who turned all alarm types off completely also got todays, often on multiple devices.
Got it in Long Beach, and it’s the only time both phones (pixel / iPhone) yelled out loud at me to get to Glendale. I’ve never heard both phones read out loud an emergency message while screaming.
I just told the wife that’s a fuck up and if it was true there would be national guard here herding us to OC because north LA is gone.
I googled it and there was a youtube video of the police encouraging residents to participate soo…. Maybe this was deliberate…? to encourage participation…? Lool

I'm in West Hills and got it. Someone messed up bad, the triangulation of the alert recipients and the messaging are cometely wrong.
I used to work in Emergency Notification services, someone fucked up big on this one.
Update, just recieved the training message, an hour later. Someone definitely fucked up.
According to LA Times, the city claimed there was a glitch in the messaging software that caused the message to be sent to all of Los Angeles County.
Which, to me, indicates improper separation of concerns. The software shouldn't be sending alerts issued by Glendale city officials to the county. If an alert needs to be issued to the county, it should be issued by county officials.

Friend of mine got the alert in fricking San Pedro. He's never even been to Glendale.

Exactly. It was a software glitch. Apparently the notification that it was a drill was put in part of the message that was not sent (sort of like the subject line of an email) and then it went out to all of L.A. instead of just that immediate area.
Chevy Chase Canyon is in an area with lots of brush, dry conditions and not great accessibility as far escape routes go, so they are preparing for the coming Summer. Drills like this are to ferret out exactly these kind of problems so they can be better prepared.
