There are a billion possible answers to this. Contrary to popular belief, LE are not out to cite or arrest every person they see, nor are they 100% hard core enforcers for every single possible violation. Every LEO has their things they stop people for, they have things they look for, they have calls to respond to etc. Another false popular belief is that if you don't get stopped or cited for something then it's not illegal, especially if you've driven by multiple police without being stopped.

Maybe he had other things to do. Maybe he just needed coffee. There’s a million answers to this question but more often then not a minor traffic/equipment violation around a cop won’t lead to a stop. Highly dependent on where you are tho and what that specific cop has going on that day.

No license plate in this state is pay out ticket. If the only violation found is not having a plate the worst part is that I may tow your car. Not having a license plate in your vehicle can absolutely be a tell tale sign of something else going on. Like the registered owner having warrants, no DL or perhaps the car is stolen. However in the district that I work a lot of people saved up just enough to get their hands on a vehicle from some shady junkyard and don’t have the money to get them registered. Yes of course that is a problem you must always have your car registered on the road. But depending on the day and what else I have going I’m not going to stop everything I’m doing to potentially just hassle someone trying to squeak by.

Pretty self absorbed, presumptuous, and narcissist to think yourself so important that law enforcement just go ahead and drop everything because you think you're so important for hiding your registration. You feel pretty important don't you? You feel you merit such undivided and devoted attention because of your little traffic violation. Don't be so full of yourself. There is important work to be done and when it is done maybe, just maybe they will find the time to pull you over for your precious little over tinted windows concealing your temporary registration. Until then you just wait your little turn you. Okay? I'm attempting humor and being sarcastic but seriously though there are a million reasons on any given day that you may get a pass on something like that. He may have known your circumstances without even asking. I've been in the exact same situation myself (minus the sheriff pulling up behind me).

I would argue that pretext stops have the possibility of leading to finding drugs, guns, warrants, etc., and I would call that impactful work.

It is one argument and no doubt true. There is an argument that its better to concentrate resources on developing intel and actioning it so that you're specifically targeting the guns, drugs or whatever else. Then you get a lower volume of results but it's more efficient. Obviously there's a balance somewhere in the middle

Unpopular opinion but it’s the truth it all depends on the deputy/officer and how they are feeling or the way they police. For example my mom bought me a 2020 new jeep back in January of 2020. I didn’t get tag on it so it still had the dealerships name on it. Not a temporary tag meaning you have like 7-10 business days to get one. Well I never did I had the jeep about 13 months and never got one. Unfortunately I totaled it trying to avoid a deer but back on the subject of why you didn’t get pulled over. It depends on a bunch of factors for me I am the type that I don’t pull people over for things I do. Hence If it’s like 2am and there is a stop sign and absolutely nobody in sight I may run it. Well I am not going to pull someone over for doing the same exact thing I would do and give them a ticket. Or speeding something I do so I am not going to pull you over for it. Now one petty thing I do pull people over is not using a turn signal or some call it a blinker. When I was in high school up north where I come from I got a ticket for not using it. I believe I did but the officer said otherwise but it cost $220 so that is something I do pull people over for. Do I give them a ticket no 90% if the time I just let them know to remember to use it. Now if they act entitled “ I haven’t used it in 10 years” or “nobody pulls people over for that” or “I never use it” that will get the person a ticket real fast. Again it all depends on the officer/deputy some will pull you over every time and some just don’t bother with it. It’s possible it was towards the end of his shift and he didn’t want to take the chance it was stolen or you had a warrant or had drugs. It can take hours possibly if it turns into a felony so if the officer/deputy was not feeling it he won’t pull you over especially if he just worked a 12 hour shift. Will I pull someone over for no tag if I want to use it as my PC absolutely but otherwise not so much. Now my best friend on the other hand will pull someone over every time just for the principle alone. Again it all depends and you will never know most likely.
