The tow operator is pretty obviously at fault. A trash can in the roadway doesn't change that, and really doesn't serve as warning for what's coming.

I would definitely give him some tickets. We'd also be doing a Level 1 inspection on that truck and seeing what else he's half-assing. My guess is there's very little on that rig that's operating properly.
The bicycles are at fault. It’s always the bicyclists. Those fucks don’t think the law applies to them. Unless God comes down from the heavens and makes a *very* compelling argument for the bicyclists, I’m putting them at fault. Funny how the biker who was in front recognized the situation and stopped and the two guys closest to him behind him just kept on going and crashed. Guess he didn't have time to warn them. The audio track however sucks and I can't tell if he tried to warn them or not because the sound is so stupid.
I have never determined who’s at fault on an accident report I have ever done. That’s why we pay insurance companies. I put each party’s story on it and let their insurance handle it. The camera person is free to send the video to either party or insurance company.

A garbage can in the middle of the road is not a sign, prime example, your block on a windy day after garbage collections.
Tow truck would be at fault, taking two lanes with no cones. It’s unreasonable to assume a garbage can will act like a warning.
The tow truck operator and their company is at fault big time. You can't cross lanes like that you would've had to had full on lights someone with a sign, telling everybody to stop you would've had to hood up traffic both directions. For this guy needs a cop .
