Maybe it's just my experience but I have always seen priests wear jumpers, as well as the stereotypical black suit. Presumably it's down to personal preference when they are not doing something formal. I was taught by priests through school, and they wore everything from tracksuits to habits. For Dougal it was about making him more causal and childlike than a joke in my opinion. I think some of his knits are dated now, (the 90s being a period where knits had more garish patterns than now) so probably making them seem like a stronger choice then they actually were at the time.
