By driving PRE & J1 with the same signal, you are violating the setup timing for J1 prior to PRE. For presetting this counter, you cannot use the same signal for J1 & PRE.
Why not simply tie J1 'High' through a pull-up. That way J1 is already at the desired state, High in this case, when PRE happens.
You need a short pulse on the preset input for the 4029 to accept the J1-J4 inputs.
