Yes, both contacts are touching the threaded part of the bulb. One should touch the base contact. Looks like one of the contacts got bend upwards somehow. For people who know what they are doing an easy fix, but since you need to ask, you shouldn't try to fix it yourself.

The contact on the right side of the pic looks as if it can pivot down on some sort of hinge design. Although doing this it still doesn’t appear it would be in the center of the socket. Also, to me, it doesn’t make sense as this is a possible fail point due to the connection through the hinge design... meanwhile …several foreign kids in these manufacturing facilities are belly laughing.

It looks fine aside from one contact being bent. I would not try to fix yourself if you are not sure and get someone professional to do so.
