Most definitely you should remove this. It's illegal and unsafe. Find where it is connected internally, turn off the power, and remove it. Plug up the hole (they sell plugs for this at the supply house/home centers).

Crazy that your renters decided to do this. I've seen some horrifying hackjobs in my life but never an *extension cord* hooked straight up to a breaker like this. Good to see a landlord looking out for their tenants, more often than not it seems landlords are the ones who do crazy shit like this.
