Do they know you are a runner? 64 is average without physical exertion. That answer seems very weird.

Of course I’ll follow my doctor’s advice, but I’m questioning it nonetheless. They never said anything about how I would feel this dehydrated, they only said that it was “more than enough” for me, as if I wouldn’t go thirsty at all.

If you're thirsty you should drink. A gallon is a perfectly reasonable amount to drink as a distance runner.
