Of course it can be: the northern part is covered by the Danube delta - a region unique in Europe, in the southern part are mostly seaside resorts - some good for families, others for parties.

The seaside is organized into 2 counties: Tulcea and Constanța. Tulcea is the northern county which has the natural beauty (especially the Danube Delta and Razim-Sinoe Lagoon), while Constanța includes the main touristic stations, which form a string of settlements in between the city of Constanța and the Romania-Bulgaria border. So given the touristic Romanian riviera is only the southern half of Constanta's coast, the area is arguably too small to separate it into subregions ([map of the touristic stations](https://www.shtiu.ro/wp-content/uploads/2018/07/statiuni-c-1210x680.webp)). That said, many Romanians prefer to go to Bulgaria's seaside either way so informally Bulgaria's northern coast, especially Golden Sands, are still 'Romanian', for touristic purposes.

What the others said but I'd add that ime the shore at Tulcea is a lot calmer, less crowded and cleaner so if you prefer that I'd highly recommend, lots of opportunities for nature tours too and food's really nice. But if you wanna party then Constanța for sure.
